In September 2018, as the government revealed its latest plan to tackle the housing crisis, Leo Varadkar was adamant that this was a seismic shift that would benefit future generations.

Speaking on a balcony on the top floor of Busáras, with its picturesque views over the Custom House and the Liffey, Varadkar and four of his most important cabinet ministers launched the Land Development Agency (LDA) with €1.25 billion in backing.
